ANDERSON CREEK SPORTSMEN

For those of you that follow Rimfire Benchrest at the Creek, we had a good year in 2009 with very tough competition in all classes. At the end, class champions are as follows:

Congratulations to all of these men that won the hard-fought battle and made it to the top of the mountain. This was the closest year we have had with one of the classes only decided by" X count."

MESSAGE FROM PRESIDENT JEREMY SMITH REGARDING PROPOSED BRADY TOWNSHIP WIND TURBINE ORDINANCE:

Below are highlights of an ordinance being proposed by Brady Township in Clearfield County. Whether or not, one is in favor of the Clearfield Wind Farm is not the point when it comes to this ordinance. It does not look at the overall big picture and stands to seriously jeopardize the entire project as well as any future wind projects.

Many local people will stand to lose what could be a good opportunity for the local economy because of the "closed mindedness" of a few individuals who think they are in a position of power. If memory serves me correctly, Brady Township is also the township that passed a noise ordinance that put the rifle range out of business last year. I don't believe the supervisors of Brady Township look out for the best interests and civil liberties of their citizens.


HIGHLIGHTS OF PROPOSED ORDINANCE

PERMIT REQUIREMENT.

A. No Wind Energy Facility, or addition of a Wind Turbine to an existing Wind Energy Facility, shall be constructed or located within Brady Township unless a permit has been issued to the Facility Owner or Operator approving construction of the facility under this Ordinance.

B. The permit application or amended permit application shall be accompanied with a fee in the amount of Two Thousand ($2000.00) Dollars per megawatt . The fee submitted with a permit application shall not be refundable, even if the application is denied and/or rejected. (Note - This permit requirement is exorbitant.)

...Any physical modification to an existing and permitted Wind Energy Facility that materially alters the size, type and number of Wind Turbines or other equipment shall require a permit modification/ amendment under this Ordinance. Like-kind replacements shall not require a permit modification/amendment. Within thirty (30) days after receipt of a permit application, the Township of Brady will determine whether the application is complete and advise the Applicant accordingly. (Note - Ordinance should not limit or exclude replacement with more efficient equipment of similar dimensions.)


PUBLIC HEARING

Within thirty (30) days of the completeness determination, the Township of Brady will schedule a public hearing. The Applicant shall participate in the hearing and be afforded an opportunity to present the project to the public and township officials, and answer questions about the project. The public shall be afforded an opportunity to ask questions and provide comment on the proposed project.

Within forty-five (45) days after the close of any public hearing the Township of Brady will make a written decision whether to issue or deny the permit application. If the applicant has fully complied with all of the requirements of this Ordinance, the Township shall issue the permit. (Note - Process is vague and lengthy. Needs to state objective standards.)

...The Township of Brady requires the Applicant to bond the road in compliance with state regulations as long as the Wind Energy Facility is in operation and has not been decommissioned. (Note - Requirement is too broad. Should apply only when the road is being used to run heavy equipment.)


NOISE AND SHADOW FLICKER.

...Audible sound from a Wind Energy Facility shall not exceed forty-five (45) dBA, as measured at the exterior of any Occupied Building on a Non-participating Landowner’s property. Methods for measuring and reporting acoustic emissions from Wind Turbines and the Wind Energy Facility shall be equal to or exceed the minimum standards for precision described in AWEA Standard 2.1 – 1989 titled Procedures for the Measurement and Reporting of Acoustic Emissions from Wind Turbine Generation Systems Volume I: First Tier. (Note - PA Wind Model Ordinance calls for 55 decibels. 45 decibels is overly restrictive)

...An independent and certified Professional Engineer shall be retained by the Township of Brady at the cost of the Facility Owner and Operator and Property Owner to estimate the total cost of decommissioning (“Decommissioning Costs”) without regard to salvage value of the equipment , and the cost of decommissioning net salvage value of the equipment (“Net Decommissioning Costs”). Said estimates shall be submitted to the Township of Brady after the first year of operation and every fifth year thereafter. (Note - Should consider salvage value when arriving at net.)

December, 2009 Meeting Minutes

Meeting was called to order by Jeremy Smith at 7:30 p.m. on December 12th, 2009

The November minutes were presented by Randy Mitchell and approved on a motion by Shannon McKee and a second by Eric McCoy. The treasurer’s report was presented by George McCoy and approved on a motion by Marty Hrin and a second by Glenn Byerly.

Old Business
Jeremy Smith reminded the members that there will be a vote on approval of the good neighbor offer from Iberdrola concerning the placement of a wind turbine near our property. Members are urged to research wind turbines prior to the vote at the January meeting.

Gun raffle tickets for the February drawing are available from George McCoy. Randy Mitchell reported that the chains have been installed on the tractor, 10 gallons of fuel was delivered for the furnace and the small games of chance license has been received.

New Business
On a motion by George McCoy and a second by Bob McClure approval was given to Randy Mitchell to purchase 10 more gallons of fuel for the furnace. On a motion by Andy Shaffer and a second by Tom Hamilton, Randy Mitchell will buy a new 7-foot snow plow for the tractor in trade for the wagon and sickle bar mower.

Roger Thomas made a motion to send a $100 donation to the Grampian Penn Bloom fire department, the motion was approved on a second by Bob McClure. Bryan Allen requested approval to buy plaques for the high power shooters who attended more than half of the matches, the motion passed on a Don O’Dell motion and an Andy Shaffer second.

Greg Yutzey was the members-only drawing winner of the Browning T-Bolt rifle.

The officers re-elected with a unanimous declaration for 2010 are president Jeremy Smith, vice president Dave Francisco, treasurer George McCoy and secretary Randy Mitchell.

The $12.50 50/50 was won by Bryan Allen

Roger Thomas made a motion to adjourn with a Tom Hamilton second.

Matt Hamilton bags trophy deer. Wife Jess gets a doe, too



Matt Hamilton shot this trophy deer at 8:45 a.m. on Dec. 11, while hunting in eastern Kansas. It is a 10 point with a 21" spread and 16" high.

He took this trophy with one shot using a Remington 700, chambered in 7MM Ultra Mag, at 175 yards. The deer weighed in at 285 lbs live weight. Needless to say, Matt was very excited about his trophy.

Wife Jess shot a doe the same day in the afternoon.

Matt Hamilton promoted to 1st Lieutenant


Matt Hamilton, son of club member Tom Hamilton and his wife Karen, has been promoted to the rank of 1st Lieutenant. Pinning on his new bars is his wife, Jess.

Matt and Jess are expecting thier first child in April. Matt just recently completed his SRT, Special Reaction Team, training and is now certified as a Team Leader.

During tryouts, he and his 4 man team swept every catogory and finshed 1st. As a promotion present, he somehow talked his mom, Karen, into helping to buy a new DPMS M3 rifle. He and his wife are stationed at Fort Leavenworth, Kansas, where he is in the MP branch of the Army.

November, 2009 Meeting Minutes

Meeting was called to order by Jeremy Smith at 7:30 p.m. on November 14th, 2009

The October minutes were presented by Randy Mitchell and approved on a motion by Bob McClure and a second by Joel Dutra. The treasurer’s report was presented by George McCoy and approved on a motion by Shannon McKee and a second by Breck Neeper.

Old Business
The upcoming gun raffle was discussed and has been scheduled for February after the spring sale at Grice’s. Walt Kuzemchock has organized a members-only drawing, tickets are available to members only and are $15.00 each. The prize is a Browning T-Bolt Varmint in 22 long rifle. Craig Poff of Iberdrola Resources has reported that we are not in consideration for a windmill. A letter from Atwell-Hicks has been received reporting that our land is to be surveyed for the upcoming windmill project. The fields have been limed and the pond has also received lime. The tire chains have been received and will be installed this week. Bryan Brubaker is to be contacted to service the furnace and Randy Mitchell will arrange for 10 gallons of fuel for the furnace.

New Business
Jim Johnston reported that Colleen Shannon with the Land Management Division of the Pennsylvania Game Commission is available to give us advice on managing are grounds and advice on planting, etc. We will try to schedule for her to speak at one of our meetings early in the year. Tom Noble, Ray Noble and Jeremy Smith were guides for the recent PA Wilds hunt in the Quehanna Wild area. They assisted hunters from the New York, Texas and various other states. On a motion by Tom Hamilton and a second by Jim Johnston, a motion was approved to send a donation of $100.00 to Jack Igou who recently lost his house due to a house fire. Jack has participated in many of our shooting competitions. A call was made for nominations of officers for the upcoming year, please write any nominations you may have on the club blackboard.

Match Reports
Walt reported that a 10-year-old girl placed third in the recent 400 yard match. Tom Hamilton was presented a plaque for high score in the deer rifle matches.
